I recommend you call or email Fryette support: support@fryette.com, they're probably the only ones qualified to make a judgment regarding the capabilities of a certain serial number.

there is a bias trimpot inside, and moreover there is a current resistor in series with the cathodes and some silkscreened text telling you what the target voltage should be.
sovtek tubes are no longer in manufacture, unfortunately.

I really don't think it sounds like it would be the problem, but did you swap the rectifier tube when you were retubing? I know my 50CL did some weird things when the rectifier tube was going out...

try hitting the preamp tubes lightly with a pencil or something and see if they're microphonic. v1 will be shielded so you'll have to pop that off first. it could also be the power tubes, too.
